What Is TenderGuard?
TenderGuard is a crowd-sourced platform that tracks payment risk across South African government entities. We rate municipalities, provincial departments, national departments, parastatals, and universities on a 10-point scale from SAFE to AVOID AT ALL COSTS — so contractors and suppliers know who pays before they bid.
Built by a quantity surveyor with 13 years in construction who got tired of guessing which government entities pay and which ones don't.
How It Works
1. Data Collection
We pull from seven independent data sources:
- National Treasury MIIF — Official capacity/financial sustainability rating for all 257 municipalities
- AGSA MFMA 2023-24 Audit Outcomes — Auditor-General opinions (clean, unqualified, qualified, adverse, disclaimer)
- Parliamentary COGTA Reports — Section 139 interventions, court judgments, oversight findings
- Eskom & Water Board Arrears — Verified municipal arrears (Eskom R80bn+, water boards R25.6bn)
- Treasury Equitable Share Data — 75 municipalities at risk of losing transfers
- Court Judgments — High Court, Constitutional Court, Supreme Court of Appeal rulings

2. Risk Scoring
Each entity gets a base score from its MIIF category. We add penalties for adverse audits, Section 139 interventions, Eskom arrears over R1bn, court judgments for non-payment, and Treasury cutoff list inclusion. The result is a 10-point scale:
- Risk 1-2 (Green) — Safe. Standard 30-day payment terms.
- Risk 3 (Light Green) — Low risk. 45-60 day payments.
- Risk 4-5 (Yellow) — Moderate. Demand 50% upfront mobilization.
- Risk 6-7 (Orange) — High risk. 100% bank guarantee or walk.
- Risk 8 (Red) — Severe. Do not tender unless total loss is acceptable.
- Risk 9-10 (Black) — Avoid. Under administration or insolvent.
3. Crowd-Sourced Updates
Contractors and suppliers report payment experiences, construction mafia activity, and corruption. Admin verifies and confirms reports. Confirmed issues become flags on entity cards.

- No Individual Names — We track entities, not people. We report the case, not the person.
- 5-Year Rule — All sources must be from 2022 or later. Court judgments are binding precedent.
- Admin-Reviewed — Nothing goes public without verification. Proposals and issues require admin approval.
